WRRF Facilities Plan

This Facilities Plan for the City of San Luis Obispo’s Water Resource Recovery Facility (WRRF) was developed to identify improvements needed at the WRRF to enable the plant to treat future flows and loads, meet new waste discharge requirements, replace aging equipment, maximize the production of recycled water, and incorporate interpretive features and public amenities to create a valued community asset.

ENVIRONMENTAL DOCUMENTS

NOP

  • The Notice of Preparation (NOP) informs the City of San Luis Obispo that a Draft Environmental Impact Report (EIR) will be completed by Rincon Consultants, the environmental consulting firm that is part of the WRRF Project team. The NOP includes the Project Location and Setting, the Project Description, Discretionary Permits, Probable Environmental Effects/Issues Scoped for EIR, Public Scoping Meeting, and Contact for Comments.

Final EIR

  • The Final Environmental Impact Report (Final EIR) evaluates the environmental impacts of the proposed City of San Luis Obispo Water Resource Recovery Facility (WRRF) Project. This document includes the Project Description; the Environmental Setting, Impacts, and Mitigation Measures; Other CEQA/NEPA Considerations; Alternatives; and References.

October 15, 2013

  • Request for Proposals for Water Reclamation Facility Upgrade Project Program Manager, Specification No. 91219; with the recommendation of authorizing staff to advertise for Water Reclamation Facility Upgrade Program Manager proposals.

January 21, 2014

  • Program Manager Contract Award for the Water Resource Recovery Facility Upgrade Project; with the recommendation of awarding a contract to Water Systems Consulting, Inc., authorizing the City Manager to execute related Task Orders for Phase 1 of the Project, and approving a transfer from the sewer fund Capital Reserve.

February 3, 2015

  • Water Resource Recovery Facility Project; with the recommendation of receiving and filing an update on the Project, authorizing staff to submit a recycled water grant application to study maximizing recycled water production and distribution, and authorizing the City Manager to approve matching funding.

March 3, 2015 (Triple Bottom Line)

  • Water Resource Recovery Facility Project – Triple Bottom Line Evaluation; with the recommendation of conducting a triple bottom line analysis on four project components and providing feedback needed to finalize the draft Facilities Plan for the Water Resource Recovery Facility Project.

March 3, 2015 (Contract Amendment)

  • Water Resource Recovery Facility Program Contract Amendment; with the recommendation of authorizing the City Manager to execute a contract amendment with WSC, and authorizing the City Manager to approve payment for the contract amendment.

May 19, 2015

  • Authorize a Request for Proposals (RFP) for Environmental and Permitting Services for the Water Resource Recovery Facility (WRRF) Project; with the recommendation of authorizing the issuance of a Request for Proposals for the environmental services for the Project, and authorizing the City Manager to award a consultant services agreement.

July 7, 2015

  • Water Resource Recovery Facility Project – Facilities Plan and Design Engineer Request for Proposals; with the recommendation of adopting the WRRF Facilities Plan, authorizing the issuance of a Request for Proposals (RFP) for design engineering services for the Project, and authorizing the City Manager to award a design engineering consultant services agreement.

August 16, 2016

  • Water Resource Recovery Facility Project – Environmental Impact Report Certification and Funding Application Request; with the recommendation of adopting resolutions 1) certifying the Water Resource Recovery Facility Project Environmental Impact Report, 2) supporting the pursuit of Clean Water State Revolving Fund grant and loan funding, and authorizing staff to submit the environmental component of the State Revolving Fund financing package, and 3) support enhancing and expanding partnerships for the Water Resource Recovery Facility Project.
  • Resolution No. 10740: A resolution of the City Council certifying the Final Environmental Impact Report for the Water Resource Recovery Facility Project
  • Resolution No. 10741: A resolution of the City Council supporting the pursuit of low interest Clean Water State Revolving Fund grants and loans and authorizing staff to submit the environmental component of the Clean Water State Revolving Fund financing package.
  • Resolution No. 10742: A resolution of the City Council pledging the City Council’s support for the Water Resource Recovery Facility Project and desire to partner with local, state, and federal agencies to implement the project.

December 13, 2016 

  • Water Resource Recovery Facility Project – Funding resolutions to allow the City of San Luis Obispo to apply for Water Recycling State Revolving Funding.
  • Resolution No. 10761: A resolution authorizing reimbursement to the State Water Resources Control Board for the financing of the Water Resource Recovery Facility Project and authorize the Utilities Director to sign and file the financial assistance application for the Water Resource Recovery Facility Project
  • Resolution No. 10762: A resolution pledging sewer fund revenues to the State Water Resources Control Board for the financing of the Water Resource Recovery Facility Project
  • Resolution No. 10763: A resolution requesting reimbursement of advanced monies related to the construction of the Water Resource Recovery Facility Project
